林业基础科学(简称为“林学”)发展程度是衡量国家林业科技水平的重要标志，林学学科发展所产生的新概念、新理论、新方法和新材料是推动林业科技进步和创新的原动力。我国林业建设正处于实现可持续发展和历史性跨越的关键时期，研究和制定林学学科发展战略规划和明确优先资助领域是国家自然基金等科研计划的迫切需求。本项目拟通过国内外调研，了解国际林学学科发展的前沿，把握我国林学学科的特点、优势和需求，从资助学科发展、人才培养、推动原始创新、服务创新驱动等方面，明确到2020年学科领域的具体资助目标和指标，明确“十三五”推动学科均衡协调可持续发展和交叉融合的战略思想和保障措施，研究提出学科发展战略和优先资助领域；为国家重大需求相关的重要科学问题、重大研究计划、重大项目、重点项目的立项提供主要依据；为我国未来林业科研的发展提供必要依据和支撑。

Forestry development degree is an important symbol of measuring national forestry science and technology. The new concepts, new theories, new methods and new material of forestry discipline development are the lifeblood of the progress and innovation of forestry science and technology. In the critical period of sustainable development and the historic leap of forestry construction in China, it needs urgently to make forestry development strategy planning and to clear priority areas for support in the scientific research plans, such as National Natural Science Foundation of China. This project proposed understanding the international forefront of the development of forestry and grasping the characteristics, advantages and demand of forestry science of China by domestic and foreign researches. It needs to clear the specific funding targets and indicators in the subject fields from the financing subject development, personnel training, promoting original innovation, servicing innovation drive, etc. by 2020. It also needs to clear the strategic thinking and safeguard measures to promote the fusion and cross of disciplines and the balanced, coordinated and sustainable development of disciplines during the thirteenth Five-Year Plan. The study will put forward strategy and priority areas in the development of forestry science. It could provide the main basis of the important scientific problems, the major research plans, major projects, key projects related by the country's major demand. It also could provide the necessary basis and support for the development of forestry scientific researches in our country in the future.
