“同行评议制”作为自然科学基金评审的一项根本制度,是基金资助工作实现科学、公正的基础。选择合适的评审专家是同行评议中重要的环节,需要首先建立完备的专家库,然后通过准确的分类信息把申请书送到合适的同行专家手里。目前植物学科基金申请代码相对宽泛,同时申请书的数量递增迅速,对准确选择评审专家带来了很大的压力。本项目拟在现行申请代码的基础上,通过查阅相关规范、分析植物学科申请项目的相关信息,并对植物学相关专家进行调研,进一步梳理申请代码和主要研究方向,同时编制并规范关键词,形成一套完善的学科关键词词库。同时对于同行评议专家采取申请代码-研究方向-关键词三个级次的标记。在引导申请人基于关键词词库准确选择申请代码和关键词的基础上,通过辅助系统中以申请书关键词进行项目分组和指派关键词匹配的同行评议专家。最终达到提高评审工作效率,增强同行评议专家遴选的科学性,推进评审制度化和规范化的目的。

Peer Review, a fundamental system for the review of the National Natural Science Foundation of China (NSFC), is the base to realize the scientific and fair supporting system of NSFC. To select the appropriate expert is the most important link of peer review, which requires to build a complete expert database firstly, then to assign the research proposals to the right experts through the accurate classification information. Currently the application code of NSFC covers a relatively wide range of research area, and the number of research proposals increases quickly every year, which leads to the selection of peer experts becoming much more difficult... This program aims to optimize the application codes and the major research directions, compile and normalize the key words to form a complete library of key words, through the ways of looking up to the regulations, analyzing the information of research proposals in the division of botany, and carrying out survey in researchers. A new expert selection auxiliary system which classifies review experts based on the scientific codes-research targets-key words will be constructed, and the system can both faciliate the applicants to choose the application code and key words properly and accurately, and help the NSFC staffs to select the review experts more efficiently and scientificly, resulting the institutionalization and standardization of review system..

“同行评议制”作为自然科学基金评审的一项根本制度,是基金资助工作实现科学、公正的基础。选择合适的评审专家是同行评议中重要的环节,需要首先建立完备的专家库,然后通过准确的分类信息把申请书送到合适的同行专家手里。目前植物学科基金申请代码相对宽泛,同时申请书的数量递增迅速,对准确选择评审专家带来了很大的压力。本项目在现行申请代码的基础上,通过查阅相关规范、分析植物学科申请项目的相关信息,同时在分析过去3年植物学科申请书的基础上提出研究方向框架,并对植物学相关专家进行调研,进一步梳理申请代码和主要研究方向,在此基础上整理出讨论稿,并组织植物学科各领域的权威专家召开研讨会对三级代码以及下面的研究方向和关键词进行讨论,对现行的三级代码提出了修改建议,并在30个三级代码下,确定了166个研究方向和4320个关键词。对于同行评议专家采取申请代码-研究方向-关键词三个级次的标记。在引导申请人基于关键词词库准确选择申请代码和关键词的基础上,通过辅助系统中以申请书关键词进行项目分组和指派关键词匹配的同行评议专家。
